     <p><?L 1-2?>The purpose of this Act is to ensure that algorithmic and automated <?L 1-3?>decision-making systems are deployed in a manner that accounts for and <?L 1-4?>mitigates risks to individuals, public authorities, groups and society as a <?L 1-5?>whole, and leads to efficient, fair, accurate, consistent, and interpretable <?L 1-6?>decisions; and to make provision for an independent dispute resolution service.</p>

     <content>
      <p>Subject to <mref><ref class="valid" href="#sec_2__subsec_3" ukl:targetGuid="_c431feab-cffe-4772-8dc0-a4d5ff32862a">subsections (3)</ref> and <ref class="valid" href="#sec_2__subsec_4" ukl:targetGuid="_d48cb624-d8fa-4e81-b015-e7b786887571">(4)</ref></mref> this Act applies to any algorithmic or <?L 1-9?>automated decision-making system developed or procured by a public <?L 1-10?>authority from six months after the date on which this Act is passed.</p>

       <p>any system, tool or statistical model used to inform, recommend or <?L 1-13?>make an administrative decision about a service user or a group of <?L 1-14?>service users, and</p>
      </content>
     </level>

       <p>systems in development, excluding automated decision-making systems <?L 1-16?>operating in test environments.</p>

      <p>This Act does not apply to any automated decision-making system used for <?L 1-18?>the purpose of national security.</p>

      <p>This Act does not apply to automated systems which merely calculate and <?L 1-20?>implement formulas, including taxation and budgetary allocation, insofar as <?L 1-21?>they automate a process of calculation which would otherwise be carried out <?L 1-22?>manually and fully understood.</p>

     <content>
      <p>Prior to deployment of an algorithmic or automated decision-making system, <?L 2-3?>public authorities are responsible for completing an Algorithmic Impact <?L 2-4?>Assessment prescribed in regulations made under this Act.</p>
     </content>
    </subsection>

     <num><?L 2-5?>(2)</num>

      <p><ref class="valid" href="#sec_3__subsec_1" ukl:targetGuid="_a138dbf1-b6af-434a-9b18-520989e2c45b">Subsection (1)</ref> does not apply when the algorithmic or automated <?L 2-6?>decision-making system is—</p>

       <p>used solely for the formulation of policy in relation to that public <?L 2-8?>authority, and</p>

      <content>
       <p>is not expected to, in practice, fully or predominantly determine the <?L 2-10?>content of the policy.</p>

     <num><?L 2-11?>(3)</num>
     <content>
      <p>The Algorithmic Impact Assessment must be updated when the functionality, <?L 2-12?>or the scope, of the algorithmic or automated decision-making system changes.</p>
     </content>
    </subsection>

     <num><?L 2-13?>(4)</num>
     <content>
      <p>The final Algorithmic Impact Assessment must be published in accessible <?L 2-14?>format within 30 days of the results being known.</p>
     </content>
    </subsection>

     <num><?L 2-15?>(5)</num>

      <p>The Secretary of State must by regulations prescribe the form of an Algorithmic <?L 2-16?>Impact Assessment framework with the aims of ensuring public authorities—</p>
     </intro>

      <num><?L 2-17?>(a)</num>
      <content>
       <p>procure, develop, and implement algorithmic and automated <?L 2-18?>decision-making systems such that the decisions made in and by a <?L 2-19?>public authority are responsible and comply with procedural fairness <?L 2-20?>and due process requirements, and its duties under the Equality Act <?L 2-21?>and the Human Rights Act 1998,</p>

       <p>assess the impacts of algorithms on administrative decisions, minimise <?L 2-23?>negative outcomes, and evaluate the potential to maximise positive <?L 2-24?>outcomes,</p>

       <p>make data and information on the use of algorithmic and automated <?L 2-26?>decision-making systems in public authorities available to the public,</p>

       <p>better understand and reduce the risks associated with algorithmic <?L 2-28?>and automated decision-making systems,</p>

      <num><?L 2-29?>(e)</num>
      <content>
       <p>introduce the appropriate governance, oversight, and reporting and <?L 2-30?>auditing requirements that best match the risks associated with the <?L 2-31?>application envisaged, and</p>
